2008 CHEVY EXPRESS EBCM

Vehicle came in with a no start.
Replaced Underhood fuse box, TCM, and EBCM.

TCM was programmed without issues.

When programming the EBCM with SPS2 the download completes but fails to load file module. 
It will sit there idle for 30 minutes.

Tried Two other brand new EBCMs, same thing.

Tried plugging module to similar vehicle to program.
and have tried on Bench.

Any suggestions?

Calibration files are not compatible with ebcm

Yeah, for some reason I'm getting the wrong calibration files from SPS2. Or wrong part number for module. 

Can i trick sps to get correct cal?

or alternative was to program file into module?

I've read that it could be a communication issue in SPS2. I know Tech2 isn't an option for this year. Service info says SPS2
Is TIS2000 possible? GM DPS?

you need to change vin then program online

I'm open to all options.

Anybody want to help me through this one?
