EDC15C2 cold start issues

Hello,

i have Peugeot Boxer and Fiat Ducato, both are 2.0HDI and have same issues cold starting. (about -18 celsius ->) Both won't start unless you heat it little,
about 4min. is enough. Couple of minutes Webasto and starts like summer. No leak, glow system checked and working. New fuel filters, batterys, good synthetic oils etc. Checked starting rpms and fault codes, all ok.
Cranking good, but not running. Fiat service cheked Ducato also, and can't find any solution.

Is there something wrong at ecu program? Couple of minutes can't heat that much engine, only some sensor or something 533

I can post later bins, if someone want look.
