It seems that it is an OS issue.
Try to reinstall it on Win7.

Thanks for the detailed explanation. 

Based on what you've shared, it sounds like you're running the GM LAAM 2017 EPC, which unfortunately isn't fully compatible with Windows 10 Pro 64-bit — even if Internet Explorer still opens.

That’s likely the main reason you're stuck at "Loading license information" and seeing licensing errors, even though your license for LAAM is correctly entered.

To resolve this, you'd ideally need to:

Run the EPC on Windows 7 32-bit or Windows XP (which are known to work reliably with GM LAAM 2017), or

Use a virtual machine with one of those operating systems installed.

Hope this helps clarify the issue.
