I'm not sure, but it's not a capacitor. When I measured it with a multimeter, there was no reading in pF or nF; it measured 21.1 ohms, but that's not a resistor either. It's not a fuse either, since it wouldn't measure more than 1.2 ohms.
You can not measure a component in circuit most of the time. Desolder it and make some measurements. LCR + diode test is all you have to do. It can not be anything else.
