New launch throttle III s

New launch throttle III s and apparently someone has owned it before. It worked at first. Now it tells me it’s prohibited from updating and tells me to contact launch. Is there anything I scan do to get this back to working? Please help.

Seems like it's reported stolen if its locked sorry to hear that only way i know of fixing this is to get the original owner to lift the restriction this is why i always buy my tools new so things like this never happen
