Trouble installing TIS 2000 on VMWare Win XP

Hello. I am needing help setting up TIS 2000 on Win XP Home 32bit in VMWare.

When I get to step #5 I am guessing that I need to install VX Manager. I get this error when installing VX Manager in XP:

"The procedure entry point InitializeCriticalSectionEx could not be located in the dynamic link library KERNEL32.dll."

The version of VX manager that I am attempting to install is "VX Manager 1.5.0.0428.exe"

Is this version not compatible with XP? Is there an older version I can download that works with XP? Or is there something else possibly wrong?

More details: I am attempting passthru programming. I do not have a tech2 physical device. Just trying to passthru program from XP VM on Windows 10 through VCX Nano Pro into GM pcm. Any help is appreciated.
