vivaro bi-turbo no power

been asked to look at a vivaro 1.6 diesel bi turbo ,lack of power the turbos have been replaced as well as some other bits
I have put on diag and theres no errors in any system - do they need any sort of relearn /set up ? no familiar with the bi turbo engine set -any material on it would be helpfull

I have one in with the exact same issue, can not get to the bottom of it. So far we have done

Both turbos, vac pipes, checked vac solenoids, checked egrs, checked maf, checked tva, checked for boost leaks, dpf cleaned and flows nice, checked all other engine related sensors etc. Still no power until 3000rpm. Turbos are fine they have been triple checked. Actuators checked etc.

Stuck on it at the moment

Usually switchover valve for turbos (vacuum solenoid) goes bad. Ecu will not give any faults.

Anybody find the fault on this mines the same but if the maf and map sensors unplugged it starts to boost as soon as there plugged back in boost is gone until about 3000 revs but still flat
