Cannot connect new Thinkcar to ori app dlicense issue

Just bought this device, activated it via app but cannot connect the device to app, I always get dlicense error, and when I try to fix firmware i just get message to unplug and plug device, and once I do that same issue cannot connect...
Even on bluetooth on android phone I cannot pair to device...
I have tried few android phones and same issues...
What is problem?!
