EQS Sedan fender washer fluid assembly removal

Hi, wondering if anyone had access to the factory procedure or is familiar with removing the washer fluid assembly from the fender? The locking actuator is broken and I'm not able to open the door to refill fluid even with the car unlocked. Dealer wants $1k+ to replace the actuator. 

Can the washer fluid assy be removed from the wheel well or does the fender have to be removed?

I don't think it's necessary to remove the fender. But there's quite a bit of work to remove the window fluid filler door. I think the screw is on the side of the door....
