insignia tire sensor learn - bcm out of range

i want to learn new TPMS id on GDS2. the procedure says to use low freq signal to trigger the tpms to work but I cant even start bcm to begin listen! 

i click "Learn" and instantly (theres no delay, it just instantly shows the error) shows message "request out of range"

I have the 125khz radio to trigger the tpms and it works (i can see 433mhz radio freq) but tpms sends a burst of 433mhz data so i cant keep spamming the 125khz while clicking the learn button at the same time. I imagined it works like that: i click "learn" and now tpms module listens for tpms sensor for say 10-30 seconds but in my case it instantly shows this error..

also, when ignition ON and engine OFF, I get this:
Device Limits Exceeded
Incorrect Power Mode. Check ignition switch
