I don't have that OS your looking for but if you want to post up the file one of us can look at it and check the checksum and CVN to see if it's valid or not.
If your usa based and want to pm me the vin I can likely get that file and any others including verifying that is the correct utility file for that..

I have experienced very similar issues and i also operate a small business focused on programming automotive electrical components. The main difference being they would tell me up front why we were banned. ACDelco does more research then you might expect into new users and they specifically prohibit “Bench-top” or “Preprogrammed parts” so it’s possible if your email/any information provided to them directly connects to your business you may have been banned simply for just that. I recommend using information that does not associate to your business.
