please add ISPIDATA C:\ProgramData in System

or Run with the administrator ISPIDATA System Variables

I figured it out: you shouldn't extract the file to C: with the Windows utility, but you should use WinRAR.

And if a kind soul could give me a link for the French SQLite version, that would be great.
