I have the same issue. What helps is to save the server folder from a previous version, then installing 3/2016, backing up the current server folder and overwriting the folder with the previous one. Might need to change tomcat7 to tomcat8 and you're back in business. That's my own solution. Not sure if it's a perfect one though.
I'll try 4/2016 next week and hope it's fixed.
